About Roe Parker (Long-time Dem)

Community Organizer & eLearning Educator


 The site is owned and operated by Roe M. Parker and Associates.


Roe’s 37-year career in civil service includes pivotal roles at the Wisconsin Department of Agriculture, Workforce Development, and the Wisconsin Technical College System.


At UW-Madison, he developed highly rated eLearning courses for over 30 departments, making him a trusted expert in online education.


With a Master’s in Career and Technical Education from UW-Stout, Roe has also run a successful consulting business for 19 years. He has led workshops and developed training for organizations like Epic, Vita Plus Corporation, and over 75 small businesses. His popular courses on grant writing at Madison College have helped over 110 nonprofits secure more than $1.5 million in funding.


“Roe was a great instructor and made the information easy to digest! I know I can apply the content tomorrow,” praised one workshop participant.

The content of each course has been researched and adapted to fit the needs of progressives. The result is a one-stop center to access best practices and state/national resourcesEasy access to courses and content when you need it.


The courses are organized to facilitate an effective learning path for both new and experienced learners. New learners will connect to foundation topics before quickly moving on to more advanced topics. The courses are designed so you are in the driver's seat. You can choose your own learning path.


The Badger Learning Center has the capacity to develop custom courses to the specific needs of member organizations. This means logos, landing pages, and content are customized. An added benefit is access to data about learners and their progress.


This ondemand approach to learning ensures 24/7 access. You can start and stop courses as your schedule allows.  15 minutes or 45 minutes-no problem. Courses are designed to be used on desktop and laptop computers, cell phones (both iphone and android) and tablets. You benefit with mobile learning anywhere.
